H1 visa rejected and approved L2

Hi,
My husband was had complete his MS from US and moved to H1 , recently went to India for and his H1 visa is rejected. I am on L1 so now he got his L2 visa approved.

I wish to know the following -
In order to start working as soon as possible what all options he has.
I long will L2 EAD will take?
Can he switch back to is orginal H1 once he come back to US? or he has to apply new H1.
Can he apply for both H1 and EAD. If so which one will be taken in to consideration if both are approved?

Please give you expert advice on what to do next.

EAD would be my suggested way to move forward. It takes about 3-6 months

Why his visa got rejected? Is he through a consulting company while he got rejected?

Yes, he was with consulting company A and working for client B. His visa went to admin processing and he submitted all the required document inculding his client letter, even then he got that visa can not be issued this letter from consulate.

How many layers are there between his company A and client B?

If it's not a direct client then there could be problem.

Did they provide any reason on why he got rejected?

He was contract to hire for client B , from H1 B from Consultantant A .There were no further layer. The reason for the rejection given some thing like - Your petioner does not be either able or willing to provide qualifying employement in the US in accordance with the law and regulation, action on your case has been suspended and petition will return to USCIS.

What could be the problem? He had a very good job and complete is MS also from US.
