RFE for i 765 for OPT

I have been out of status and re entered with new SEVIS id initial attendance i -20 and completed in an academic year and applied for graduation. As for applying I 765 OPT i submitted all documents including previous i 20's which was for previous terminated sevis id.

Now i got an RFE asking me additional evidence needed maintenance of status. USCIS requires additional documentation to establish that you were maintaining valid F1 non immigrant status at this time the application was filed. And asked documents related to previous terminated sevis id and asking for registered courses, transcripts and bills of the period when i was not even in US and all other documents related to previous terminated sevis id. I entered on new sevis ID and completed graduation in an academic year and applied for OPT fir that sevis id. Why am i being asked all those?, while i have to prove status at the time this application was filed. At the time application was filed was also mentioned by USCIS. Please help me how to respond to my RFE.
