H1-B at firms that have repaid TARP

Does anyone know if firms that have repaid TARP (in particular Goldman Sachs and
JP Morgan) are sponsoring H-1B? I am aware that they are accepting
H1 transfers.

But are they sponsoring new H-1Bs?
