That's not true. You can go for ads if you are sure that the PW is below the position's salary. Lot of firms know what PW is going to be. Moreover, you do not put salary in the ads. It's legal to post ads even before PW comes out.

There is one place you need to put salary. It is posting the job within the company.

However, you cannot file labor without PW.

When you file your PERM labor petition, you need to submit jobs ads etc and that should exactly match what the prevailing wage is approved for..

If DOL notices any process step is violated, they will audit it!

Its true you can start the ad before PWD is complete, The law firms and employers consider it a headache to re post the ad if the PWD salary in different from the ad, in case ad was posted before PWD completed.

I agree with @vhd999.
Also, there is no such thing as approval or disapproval of PWD. Its an information that is provided by DoL when you put in a request and it takes minimum 6 weeks for DoL to respond to your request. I am talking from my recent experience.
