what you should look at is,

Processing Status of Active PERM Cases
24,400 Cases (As of 2/15/2012)

that is the backlog of PERM cases.

DOL has released the latest fact sheet as of 3/5/12,

as per that,

case processed: 21420
certified:13640 (64%)
denied: 3450 (16%)
withdrwan: 1080 (5%)

not sure what other missing 10% is.
