I'm sure it does and here's why:
Their primary goal is to keep the processing dates within the six month of the current date. Unless all dates are in that range, they'll not be wasting any time processing I-485 applications that are not even current.

This will create discomfort for those concurrent filers who're wating for I140 approval before using AC21.

Hopefully, it'll improve the overall efficiency. Though, I suspect it's a ruse to not process the I140 applications and show the I140 dates as within last six months by creating this rule.
