Default I140 485 concurrent filing
I know some years back I140, 485 and EAD could be filed concurrently, provided the dates were current. Is it still allowed or Do we need to get 140 approved before filing 485(assuming the dates are current)?

If USCIS decides to discontinue concurrent filing in future do they usually announce a few weeks ago or do they suddenly make it effective the same day?

The reason I am asking is because I am trying to decide if I should get the I140 premium processed or not.

BTW, I am from India.

India EB3 priority date is in 2002, you have a long wait to get current.
Concurrent filing is still allowed if dates are current. You could try regular I-140 unless your H1 is expiring, or you're planning on changing jobs.
