H-1 b transfer approved; extention denied

Dear Friends,

I am currently doing j-1 waiver job. I changed the location of job under same employer and applied for H-1 b transfer. Unfortunately, my I-129 petition has been approved but I-539 form for the extention of visa has been denied. My lawyer told me that its error made by USCIS and the appeal process is expensive. Can someone advise me on this problem?
