Default H1B hire and fire

Can an employer hire someone on H1B and then fire that person in a month, even when the H1B approval is pending?

Yes. They will also need to pay 1 way ticket back to employee's home country (unless employee can find another employer who can apply for H1 transfer).

PS: I am assuming you are talking about pending H1B Transfer (if you are talking about New pending H1B, the person should not be working for them anyway).

Yes, employer B can file another H1B. It is acceptable to have multiple H1B visas also.
