Default Utah -- how attractive?

Utah recently passed an immigrant-friendly bill, giving immigrants the right to a state work permit. At what point would it be good to move to Utah and start own business or get fulltime employment? I guess, being a relatively less crowded state the rent, air, etc would be much more attractive too..?

"The Utah guest worker program will take effect on July 1, 2013, or 120 days after the
federal government grants Utah a “waiver” to institute its own guest worker program,
whichever is sooner"

Additionally its likely it is in conflict with Federal laws and not be valid at all after all the legal wrangling that will soon follow. It may be simply a thing to show for 2012 election year and hence the 2013 effective date.
