At the same time it may ease the retrogession as new comers may decrease. Basically those who are surviving these crisis will be a big winners. This is not my wish but it is going to be possible scenrio.In any case it was always easier for top innovations as EB1 and EB2 as they are always better off in retrogession. But entry is by H1(Because of Cap) so US may lose some Top talents. But still it is not going to be complete loss as Universities and Non profit organizations are exempted from Cap. If US restricts H1b or L1 the heavy loss is for the potential immigrants but not for the country as job growth is going to be anemic for next 1 or 2 years. Still India may do better in next 2 years and job growth may be much better there.

Default Loopholes in immigration system

There's a saying in English - "Penny wise and pound foolish". That’s what is happening with the government’s microscopic focus towards H1B while many other glaring immigration issues remain unattended to.

As of 2008, there were around 11 million illegal immigrants in the United States. According to a report, the money sent from illegal Mexican workers in the United States to their families back home reached a record $12 billion and mostly no taxes were paid towards their income.

Also note that these unskilled people produce anchor babies and multiply by leaps and bounds there by sucking up the public funds from genuine tax payers. These anchor babies grow up and initiate chain migration thereby adding up to the chaos. The Visa bulletin for Mexican family based immigration is backlogged till 1992 and that shows the seriousness of the problem.

Illegal Immigrants Cause 21% of Crime and the govt. is spending a huge sum of money on law enforcement to tackle these thugs and to feed them in prisons.

To add insult to injury, the govt. allows around 50,000 immigrants to enter US on diversity lottery every year. Though these unskilled people are better of than the illegal's, most of them don't contribute anything to American competitiveness but at the same time multiply and suck up the public funds just like illegals.

The US immigration system is like a leaking bucket and the policy makers blame the H1b on being unable to draw water with it while the glaring holes remain unplugged.

I just saw a prime time ad on CNN by an organization called americanwrrker.org, introducing itself and blaming the gov't for bringing in 1.5 million foreign owrkers each year, while 2.5 million Americans lost jobs last year.
Seems to be an amazing rise of protectionism coming here.
