If the house so "narrowly" passed the hardly controversial Energy bill, i can never see them passing a dynamite like the Immigration bill, ever!!

There has to be a plan B.

Why did you think it was not controversial? Businesses are totally against it, as it will raise their costs of production. I don't know details, but I am assuming lobbyists would have raised hell over it. Public in general could care less about climate, other than chat over coffee break/water cooler. People will have to bear the costs of better climate controls. It will make American products less competitive but public could care less. People in general here do not care anything other than their daily jobs or if they see dollar spending.
