PERM process has become quick these days. My perm was also filed in march 2010 and I had an approved 140 in september. But I'll wait for experts to comment.

I believe that the certified expired should be excluded this will make the figures much better. "There is a 6 months time to file 140 after the PERM is Certified. If 140 is not filed within that time, the PERM will expire and the status becomes Certified- expired."

Arrow I like to agree but...

I-140 is filed with CIS, not sure if there's actually a "callback" into DOL from CIS to update the status.

I'm sure that there's certain percentage 'x' that's really expired, like there's no corresponding I-140 filed for a given certified_expired PERM. But, I'll not count on these agencies to update each other systems automatically.

Also, 37.5 K is a huge number to NOT file 140, after going through laborious PERM.

So, as always, this data throws more questions than answers

From This data I think it will be hard to classify how many are EB2 ROW and EB3 ROW to determine total EB2 ROW usage EB3 ROW usage this year.

Not sure if others can interpret EB category based on wages and other factors?
