2 things I could suggest Firstly, Obama administration may still do something for the legal immigration system during February-March 2010 If you have waited long enough, it could only be a few more months You may be able to make a better decision then But coming to your question about PIO, My assumption is that a PIO card is given on the basis that the holder is a person of Indian origin. There is no requirement explicitly stating that the parents should reside in US or a foreign country to be able to apply/renew You can extend your child’s PIO card from anywhere in the world including India But because you were interested in extending it from India, you can write to the address below: I do understand that you may want to be able to speak to a person and get first hand information but I am sure you know, the easiest way of doing that in India is to have any of your relatives visit the office and try getting the information. And if you can manage, try reaching that office through a known IAS officer or an IFS officer, things will be much faster this way All the best and God bless you!
