Even if tracking is available, Consulates don't take responsibility of lost mails. So first thing would be to make sure that it is in consulate. Then look for cause of delay (any missing information).

If passport is not traceable, then you have to go through processing of passport lost (Police, Indian Consulate, USCIS for Visa/I94 or any relevent document). Then depending on travel requirement it would be normal or emergency passport.

so, there are several "ifs... and actions..."; first thing is tracing the Passport.
