Default You don't need a visa

According to the second paragraph under the "Visa" section of this page:

Consulado de México en Filadelfia

you don't need a visa as long as you are going into Mexico from a US port.

I was in Mexico few months ago and did not require a Mexican Visa, however, I had a valid H1B stamped on my passport which they checked and stamped my passport for an 180 days stay.

I would call and check the local embassy.
