Default What are they trying to achieve here?

If they give a 15 day grace period for the revised July bulletin issued on 2nd or 3rd of July, by then everyone with an approved labor would have filed AOS anyway.

I am not saying that they should not allow everyone to file the AOS but am trying to understand what they achieve by doing this whole exercise of

making it current, revise the bulletin and retrogress the dates (and tell that in advance) and then give a 15 day grace period.

But I wish all these are just rumous and everyone gets a chance to file the AOS at the least.
