Default Visa for parents got denied

Not sure if anyone has been in this situation but my parent's Visitor's visa just got denied. My parents have been in the US several times and have had several visa but this time the Consul denied them the visa. (due to reciprocity in my country us issues only 1 year visas).

Below is their travel history to the US and they have never overstayed. My father was asked why he stayed for 5 months last time while when he applied for visa he had said he was planning to stay only 1 month. Anybody has been in similar situation?

Previous U.S. Visits in the last 5 years:
Travel Date of Arrival (1) : 09 MAY 2002 Length of Stay: 6 WEEK(S)
Travel Date of Arrival (2) : 30 APRIL 2005 Length of Stay: 6 WEEK(S)
Travel Date of Arrival (3) : 14 DECEMBER 2005 Length of Stay: 2 MONTH(S)
Travel Date of Arrival (4) : 26 DECEMBER 2006 Length of Stay: 5 MONTH(S)
Travel Date of Arrival (5) : 14 OCTOBER 2009 Length of Stay: 5 MONTH(S)

Yes, initial plans for him when he applied for visa in Oct 2008 were to stay for 1 month but he didn't come to the US until almost one year later and stayed for 5 months. Plans change but the consul seemed to disagree. Yes, they stayed for 5 months but never broke any laws or overstayed? What is a strong counter argument to convince the Consul?

PS. I am AOS while my brother is on F1. My parents have no other children at home and are well set financially while my father runs his own business.

Stupid and frustrated consul officers pull this stunt on the pretext of "no strong ties with home country" every now and then. Wait for some time and apply again or wait for GC.

Mr. Obama cares about reuniting hispanics, not albanians. Sad but true.
