Default H1B receipt Notice

Hello,
I have been working for 2 years with my first employer on H1B visa, and they closed the company, so I found a new employer within a month, and they submitted a new petition 129 to obtain a new H1B visa.
My question is how much do I have to wait until my future employer receives the Receipt Notice of the new petition, so I can start working.

You can start working for that company from the day they mailed your documents to USCIS.

Actually you can start working the day the documents were received by USCIS not the day they were mailed.

Your FedEx acknowledgement should be enough. Although to be safe, wait for Receipt Notice to arrive.

Technically, you were out-of-status from the day your company shutdown, so you lost your H1 status. Generally, one can start employment with new company as soon as the H1 petition receipt notice is received, provided, they were on a valid H1 status at the time of filing. Since you were not in a valid H1 status, you should not start work with the new employer till your H1 is approved.

Is there a big risk that the petition will not be approved?
And if my petition was not approved, what is the best plan to proceed since I am able to find jobs,
1) apply for another petition with a different employer?
2) Change my H1B to a different type? like B2 VISA? so I can have more time.
3) Am I eligible to ask for an extension, like the i539 form for extending my VISA?
