Default RFE on employer employee relationship

I have multiple layers ( client --> Final Vendor --> Middle Vendor --> My Employer ). I don't have an end client letter and my client said they can't provide any client letters to Contractors. I have a vendor letter. My employers attorney said firmly that we need a end client letter. Can anyone let me whether we can respond to this RFE with out a client letter? I do have all other documents required.

Thank you!!
