Default While working on EAD , simultaneously whether I140 could be processed

Hi

I have a questions regarding I140.
suppose I am working on H4 EAD with a x company, I have a valid H1-B visa for 1 year and whether we can simultaneously get the I140 processed?

Previously I was in H1-B and then decided to move to H4 EAD.

Please let me know
