OCI vs PIO for a US Citizen (born to naturalized US Citizens)
 
My parents were Indian citizens, now naturalized US Citizens.
I am a US-born citizen.
My minor kids are US-born citizens.

Can my children and I apply for OCI? or only PIO?

I read somewhere on this forum that Indian government considers up to four generations eligible for for PIO card.

why foreign national children of Indian Citizens cannot apply for OCI?

They have to either do PIO or Visa.

Because they are considered Indian citizen, if (at least of one of the) parents are Indian nationals. Kids have option of taking Indian citizenship. (Just the same way, kid born in India for US citizen parents, has option for US citizenship).
