unfortunately, every group in the immigration system will work against the other if their provisions are not included. Legal immigration cannot be fixed because the illegal immigrant groups will not allow it; family based immigration will work against employment based immigration and vise-versa. On top of it all, the anti immigrants will pitch one group against the other the whole time while saying otherwise individually.
it is easy to blame the president that he did not do much for immigration in his first year - this is unrealistic. Health care was something that affect each and every American, and yet it was almost dead before it crossed the finish line, and that too barely with absolutely no Republican support. When pro-immigration senators can back track everything they believe in for the sake of elections, and republicans sticking together no matter what to defeat every legislation that comes their way, the president pushing for immigration under those circumstances would result in a disaster. These very lawyers would be saying that the president tried to push immigration when he knew the chances were slim of passing!!!
