As per my understanding....

Rule XIV is used to bypass commitee and put the bill on the Senate Calendar (i.edirectly for a floor vote) . Rule 14 was initiated for HR 3012 on Dec 17 , 2011 (search online for Senate Floor Wrap Up for Saturday, December 17, 2011 its in there ) . As per rule XIV bill is read first time someone objects to first reading (this happened on dec 17) , it is read second time on next legislative day (which was today) and again some one objects to second reading (which happened today ) and hence instead of going to commitee as normally happens it is placed on Senate Calendar and hence it is sayin Rule 14 was completed for the bill - next it wil go for Senate floor vote ..I do not know how or when

Senate Rule XIV, para. 4, states: “... and every bill and joint resolution introduced
on leave, and every bill and joint resolution of the House of Representatives which shall
have received a first and second reading without being referred to a committee, shall, if
objection be made to further proceeding thereon, be placed on the Calendar.”

Therefore, through objection, a bill or joint resolution after two readings is prevented
from being referred to committee and is placed directly on the Calendar. It is usually the
majority leader, or his designee, acting on his own or at the request of any other Senator,
who objects to “further proceeding” — committee referral — on the measure.

Most bills and joint resolutions introduced in the Senate, and many Housenumbered
bills and joint resolutions received by the Senate after House passage, are
referred to committee. Some provisions of Senate Rule XIV and some unanimous
consent requests, however, allow the Senate to completely or partially bypass a
measure’s potential consideration by a Senate committee.

Senate Rule XIV, para. 2 requires that bills and resolutions have three readings
before passage, and that they be read twice before being referred to committee. Although
a Senator may demand that the readings occur on three different legislative days under
paragraph 2, bills and joint resolutions may be read twice on the same day “for reference”
(referral) if there is no objection (Rule XIV, para. 3). Most bills and resolutions are read
twice (understood in practice to occur by unanimous consent) and referred to committee
on the same day that they are introduced by a Senator or received from the House.

It would be interesting to see how HR 3012 shapes in the senate.

I am surprised that IV core has been relatively silent these past few weeks. I am guessing this is because they are all very busy with advocacy/lobbying.

Sometimes being "Silent" might be the right strategy IV Core is taking. I am sure the IV Core is more committed like the most members of this group to get this moving. They take the extra step in working / acting on this. They might be busy & not possible to post update or may be not appropriate share all updates in open forum. With the limited resource, they have done a lot and will surely succeed in this enormous task. A little patience and if not volunteer, doing the Action Items might help them do a lot.

If a vote is scheduled, it will be posted out in the open for everyone to know. As there is no announcement of a vote, nothing is happening on HR 3012 front. It will stay on the calendar for quite sometime till a cloture is ordered (again this will be out in the open) or Sen. G removes his hold.

So lets buckle down, spread the word, continue to write to the Senators.
