Default Pace Act and the SOTU

All,

Have you seen this?

Protect America’s Competitive Edge Act (PACE)

http://www.compete.org/newsroom/readnews.asp?id=340

http://www.asertti.org/news/documents/PACE_Summary.pdf

This might be a much more effective way to deal with the EB logjam. It does not tangle up in the illegal immigration mess, a provides a way for lawmakers to get a win-win solution.

Remember that even though this act only exempts science, math and tech EBs from the limits, that will still free up a lot of visa numbers; It also asks for dependents to be exempt from numerical limits.

Did you all know about this? How did this slip under the radar?

best,

I agree, Section 314 item 1 is great for EB2 category...and the effect of that freeing up visa numbers for EB3 is also great. Section 314 item 3 is great for all EB GC seekers.

Who are the sponsors/co-sponsors of this bill?

Default PACE Act

This might have 3 bills minimum. Which committees/sub-committees are going to pass the 3 component bills of this act?

Anyone? Any ideas?

Some of these provisions were present in Chuck Hagel's bill. We should still try our best for the comprehensive immigration reform and have this as our second option if things don't work out there.

All the provisions in these bills could be pretty costly for the government. I read a report that costs could exceed $100 billion. So we do not know whether this bill get passed and even if it gets passed whether all the provisions will stick.

Default Pace Act: Bill Numbers, Sponsors and Cosponsor Number

Here is what I know so far. See bill numbers below -- we can track them on the Senate website.

The original sponsors are: Sens. Pete Domenici, R-NM, Jeff Bingaman, D-NM, Lamar Alexander, R-TN, and Barbara Mikulski, D-MD

"Sens. Pete Domenici, R-NM, Jeff Bingaman, D-NM, Lamar Alexander, R-TN, and Barbara Mikulski, D-MD, today commend President Bush for announcing the Administration's American Competitiveness Initiative (ACI) in tonight's State of the Union speech. The ACI contains a majority of the proposals from the Protecting America's Competitive Edge (PACE) Act. The PACE Act was introduced in the Senate last week as a package of three bills: S. 2197 - PACE Energy; S. 2198 - PACE Education and S. 2199 - PACE Finance.

"legislation, which is based on a report from the National Academies, and now has 60 cosponsors, 30 Republicans and 30 Democrats, including the Senate Majority and Minority Leaders. Hearings on this legislation are set to begin this month."

[Source: US Fed News, Jan 31, 2006; Lexis-Nexis]

What Instigated These Bills?

"Like the National Innovation Act responded to a Council on Competitiveness report surrounding a potentially endangered U.S. position in high tech, the bills being introduced by the Senate are motivated to implement some 20 recommendations for competitiveness contained in 2005 report Rising Above the Gathering Storm, written by the National Academy of Science." [Source: Telecom Policy Report Jan 30, 2006; Lexis-Nexis]

If you are curious about the report that started all this off you can download a copy here http://books.nap.edu/catalog/11463.html

This bill is being co-sposored by 60 memebers(30 Dems and 30 Reps) It is a bipartisan bill and looks like it has a great chance.

Default Pace Bill Numbers and Progress Info

Use these bill numbers to search http://thomas.loc.gov/bss/109search.html

S. 2197 - PACE Energy; S. 2198 - PACE Education and S. 2199 - PACE Finance

You'll see committee, sponsor and cosponsor info as well as progress. I can't seem to be able to link to the results. But they are hugely bipartisan.

Default If this is a faster vehicle

Then it may be true what some experts say: High skills legal immigration is usually never a part of comprehensive immigration. It usually ends up on different bills or other competitiveness bills. PACE sounds similar to AC21...(the word competitiveness).

If this is gaining traction, then our worries of being dragged into larger immigration debate in the country that hovers on guest-worker/amnesty/illegals/borders etc can be lessened.

Default Good find

Good find you all.

We need to keep up our efforts in educating lawmakers, and spreading word about the problems high-skilled legal immigrants are currently facing.

If not the Comprehensive immigration bill, then the PACE bill should address at least some, if not all, of our concerns.

Bitu, you already summarized everything here. It is targeting PhD and higher education people, but also has a clause that exempts all dependents of employment based immigrants.

These are the lines one of the members had posted in the earlier postings. But i guess it first goes to the senate hearing committe and then if appoved goes the Floor.Again,if ever the Bill is in the House, you know pretty well we have our trio-buddies along with 91 member Anti-immi. caucas will throw that Section-314 into the Atlantic.

"legislation, which is based on a report from the National Academies, and now has 60 cosponsors, 30 Republicans and 30 Democrats, including the Senate Majority and Minority Leaders. Hearings on this legislation are set to begin this month."

Default This bill's 60 co-sponsors

This bill does have a lot of potential given that more than 50% of the senate already c-sponsors it. Hopefully the keywords 'Competitiveness' will prod the House to vote for this.

Even if this officially seems to benefit only people with 'advanced degrees' it very obviously will create some flow in immigrant visas for others too since these 'advanced degree' holders will clear up the clog a bit....

Does anybody know what "advanced degree" means?
Does it apply to Matsers and Phd's or does it apply only to Phd's.
I see that they have a different section which talks abt "doctoral" candidates
so i am assuming advanced degress implies masters and above.
