Default EB2 India PD 2004 - Still getting approvals !!!

Got a call from a friend who got his GC (Approval & Card) late Jan 2008.
His PD was (Late 2004) and not current since Jul2007 fiasco. An interesting fact is , although he got the approval letter and card in Jan 2008, the date of approval on them was Jul 2007. The case status did not change until Jan 2008 too.

Have you guys seen some other similar cases ? Looks like CIS pre-assigned visa numbers to these cases in Jul. 485 was files prior to Jul bulletin fiasco though.

that USCIS alloted visa numbers to cases when the dates were current. otherwise didnt seem plausible how they can run out of numbers. Can you elaborate as to when your friend had his/her I-140 approval?

EB3 India with PD in 2003 Mar got approved in December when the dates were not current.

No LUDS after the FP. Only one LUD on the day 485 is approved.

I don't know when I140 was approved but the 485 was applied about year and half ago or so. It was a PERM case and I think the dates were current for EB2 India in 2005 june july time frame.

If his PD is late 2004, his labor should have been in BEC...something's fishy here.

I initially applied in RIR with a PD of May 2004. Then I reapplied through PERM in 2005, but still kept the PD of May 2004.

So it is possible to have a PD of late 2004.
