Default What do processing dates mean?

regarding the following link which tells about processing dates, I have a couple of questions:
1) Are these dates based on RD or ND ?
2) I have seen people getting 485 rfe for their case but according to processing dates on the cis site, their case should have not been touched. So my question is, how reliable are these dates?
3) How frequently, these dates get chaged ? its like visa bulletin?

Not very reliable, I mean it is the USCIS we are talking about! It depends on the time of year processing.
3) How frequently, these dates get chaged ? its like visa bulletin?
Once every 30 days officially (more like 35-40 days, just like the VB)

Reliable because CIS responds to your requests quoting these dates. They may claim that the case is within processing time and thus they cannot process. However you will see several cases much later than these dates getting approved.

once a month. generally after 20th of each month in the past few months

AFAIK it is ND not RD.I have been thinking that it was RD until......

My wife's EAD was delayed and when we spoke to the IO mentioning that the dates were current and were told that it is based on ND.

Same with my wife's AP.Although me and my kid got ours.

Not sure if the IO was wrong.

IO was wrong.

It is based on RD. It is also on DHS website if you need proof.
