Default Background Check - Advice please

Friends,
My Priority date is Dec-02 (EB3)
My 485 Receipt Date is Jan-04
Since the priority become current now I called USCIS last week to check my status. Today I received a mail from USCIS stating that my case is being delayed due to background check and should call them if I don't hear from them in 6 months. It also mentioned that the background check will be done for all AOS applications.
Question:
1)Is background check same as name check?
2)Is it being done for all AOS cases?
3)Will this cause significant dealy to my case?
4)Is there any way to expedite this process?
5)Can any one of you who had similar communication share their experience please.
After waiting for so long it is very frustruating to get this kind of reply from USCIS.
Appreciate your feedback.

Thumbs down background abroad check

Have you entered USA less than 1 year? If so, then they initiate background check to your home country US consulate. They just make sure that you have not got trained from some states and entering USA.

name check is the main component of background check.

I had a communication from USCIS that they cannot proceed processing my case because background check is not complete.

I applied I-485 on July 2006 ( I have PD Nov. 2002 EB2. I got screwed by
Philadelphia Backlog Center to clear the labor ).

Imagine i have to wait 2/3/4 more years to clear background check ?!

Nope. Have been in US for 7 years. Applied for GC after my 3rd year.
