Seems that the ROW EB2 demand number is only 250 [prior to Jan 2012] assuming that most of the ROW applications are adjudicated on time, will USCIS fix a cut of date for EB2I/C so as to not waste visa numbers?

The demand data is fair the 3.4K number can be attributed to late adjudication and porting in fact the number is smaller than expected. Porting can't really be calculated by 1 month reduction in demand data we should use the inventory or demand data over a year to check that out. Porting has been far less than expected though.

Looking at the May 2012 inventory for EB2I, there were 34,665 pending application till the end of the year 2009(Add the totals for 1997 thru 2009). The july demand data is showing 17,500 prior to Jan 1, 2010. Does it mean they issued at least 17K GCs for EB2I? I think thats pretty good!

No , I think these are the cases for which USCIS has completed the paperwork/security check etc..or pre-adjudicated cases.. the 485 inventory shows all the cases filed or pre-adjudicated.
so out of all the 485 cases came till may 2012 USCIS has completed processing for around 17K cases..the other cases will come in the visa demand in coming months

Default Demand Data comparison between April 2012 to July 2012

Please see the file attached, EB2 total has gone up by 21980 and EB3 total has gone down by 10800. Also, remember that the in and out numbers (for which we don't have the info) during this period are not part of this calculation.

Moreover, from looking at the overall grand total which is much less than the total allocated per year, it looks like fighting for elimination of family based from the EB quota sounds like a better option to clear the backlog sooner than just the country cap.

However, anything to reduce the backlog should help the badly hit EB-3 folks (like me).
