Default 7th Year H1 extension based on GC application of spouse

If a person has their labor certification and I140 approved, based on this can the spouse of that person apply for 7th year extension.

My friend says that his immigration attorney told him that this is possible, but he has not tried it yet, hence I want to know if any of you think this is possible.

Extension of H4, yes but I don't think a spouse can extend his/her H1 based on the other spouse's I140 approval.
