Default H1-B Changing Employer

I am currently on an H1-B visa and may be forced to change jobs soon. When I change jobs am I effectively applying for a new H1-B visa or am I asking a new employer to sponsor my current H1-B? If it is the former, then given that the 2007 H1-B quota has been hit, am I unable to change jobs?

You are asking new employer to transfer your current H1-B visa.
Transfers does not count againt the H1-B visa cap. You can safely change jobs.

Default Assuming you don't currently have a cap-exempt H-1

You should be able to transfer your visa over unless you currently have a cap exempt H-1b (research institutions, universities etc.) and are trying to move over to the capped category.
