Do not say unlucky. He is getting special attention every time and getting Lottery.

Is he blongs to London or is there any reasons he prefers always London for stamping?
If I am not wrong we have people from London Immgiration approvals on the News alert lists....

So let him try next time, his stamping from some other Consulate then he may not get lottery.

Everyone can see this for themselves..

The white I-94 and the I-94 coming with extension has the same number..
So not surrendering the extension I-94 should not make any difference.
Even if you get a new I-94, it is extension of the old white one...Their system is supposed to have the updated valid time duration of your stay..
