AFAIK security/background checks are employer's responsibility. This is a routine procedure and HR for all new employees will conduct S/C before they hire anybody. This is true if you are in US.

Only a US citizen (not even a permanent resident) can get "security clearance" if your job description says "Security clearance needed". Some US govt jobs, especially defense related jobs (and companies whose main source of income is defense contracts) have that requirement.

Agree with raysaikat... its for citizens only... Also there are different levels of security clearances... and its a long procedure... many citizens apply on their own for level 1 or higher. I knew one of my friend applied before 9-11 and it took him about 1 year to get it. His whole family was investigated.. including cousins... So it is a gruelling process.. so people apply in advance if needed...

You need a job offer and US Citizenship is not mandatory.

Please note, there are MANY kinds of security clearance, since can be obtained by even H1 workers, some only possible for a handful of people. Without specifying what kind of security clearance, it is senseless talking about whether you can get one or what you need to get one.

That said...I have heard even some naturalized citizens facing problems getting higher level clearance (TS/SCI). My very good friend was asked to give up her OCI card for Top Secret Clearance.

but all said and done it is easier for a citizen (naturalized or not)
