I am a novice here. Just curious to know.

If Certified-Expired are excluded from demand, only 21092 PERMs were added to the demand in 2008 itself. Out of this 21092 PERMs 8407 PERM were from India/China and those candidates could not have filed for 485 because of retrogression. So the actual number of PERMs that would have made to 485 should be approx 12685 (21092-8407 = 12685). This will lead to approx 31713 GC visa number consumption. What happened to 108K visas?

I sorted on decision date and everything before 4/7/2008 shows as certified-expired. Everything from 4/7/2008 shows up as certified. so we really don't know how many PERMs actually made up to 140 filing.

As per GC_Demand, that's is not the case.

So we have 32k ROW application last year out of which approx 60% EB2. Last year EB2 row visa count was 32K. So that's matches the number there.

To answer your question . EB1 don't need PERM(40K gone)+32K EB2+ 40K Eb3+EB4+EB5=140K..

I think for most of our analysis, we need to assume that Most PERMS will lead to
I140 stage. It is very rare that it doesn't happen. Especially newer ones after I140 premium processing is established.

Thought,

We all agree that there would be minimum 25K spill-over in 2010. What it means for CIS, that they lost 25K EAD/AP. Due to economy the flow of new application is also low. All these things means no $$ for CIS and few cases to work on. Don't you guys think that in such situation they might want to open gate for some new app( 25K) just to balance their budget and work-load.

Technically, USCIS needs to follow the law. it is not a private company to change strategy to improve its bottom line.

With USCIS claiming pre-adjudication of several cases, they should have a better control over the visa demand. So the possibility of them opening the gate for more applications and moving the dates back in future months should not happen.

I got lucky on the day of Holi!
