It is so funny that yesterday some anti immigrant idiot was on the forum telling IV members not to do anything because all legal immigration bill items will be passed in CIR on its own. What a dumb guy or maybe a conspirist.

There is no need for panic or over reaction. This bill is a placeholder. We are confident that our provisions will be in the final bill, including per country elimination, recapture, exemptions for dependents, stem and those with extra ordinary skills, early filing I-485, ability for H4 to work etc, among others. But none of this will happen automatically. It will require active participation of everyone. Everyone will need to speak up in order to have their/our voice's heard. Nothing will happen automatically. And please DO NOT attack undocumented or any other immigrant group because is just not helpful for our cause.

Not that someone will, but whatever maybe your personal belief about the undocumented or any other immigration group, under any circumstance, we will discourage you do not put catharsis ahead of the cause.

If anyone still has any doubts, then this bill is an indicator that this Congress is serious and preparing to take up Immigration Bill.

We are confident that when this is all done, with everybody's involvement and active participation, we will all come out fine on the other side.

Let's look at some numbers (again)....just for perspective

Comprehensive Immigration Reform = Illegal + Legal

Illegal = ~12M , Legal = ~1M

Legal = Family based (66%) + Skill Based (13%) + Others (refugees, asylum etc) (21%)

Skill Based = LOW Skilled + HIGH Skilled

Total HIGH Skilled = EB Visa Cumulative Demand as of Jan 1, 2012 = 109K

Out of which Backlog for INDIA = 87K = which is ~80%

So at the end of the day all we are talking about is 109K backlogged people out of which ~80% are Indians (cumulative as of Jan 1, 2012) -- as compared to millions of undocumented immigrants screaming for relief.

So I am not surprised that CIR is very much focused on the larger issue of undocumented workers. The only proposed reform for legal immigrants STEM section and investment section.

However, 109K workers is not a small number by any regard, especially HIGH skilled ones. But I think we should understand legislative proposals in perspective.

The main problem I have on EB backlog is that it is totally imbalanced on the demand side....the system should not allow 65K H1Bs if it can only grant 2.8K GC per year. (assuming 100% intent to immigrate)

Having said that, as for the solution, I think we should keep pushing for competitive policy measures:
- STEM bill - Which would potentially decrease the backlog to a great extent
- Recapture old unused visa numbers
- Decrease seed capital requirements to allow entrepreneurs to startup companies
- Increase cap on GCs based on market demand rather than an arbitrary 140K
- Provide EAD on I-140 approval rather than waiting in queue for I-485 (with conditions such as, working in the same field etc.)

This is good for a PowerPoint document. But can you explain what you mean by

"We should keep pushing for competition policy measures......."

How do you propose we push them ? What will be your role in pushing them ? What is the cost of each idea ?
