For Family Based Green Card, this is the date the USCIS first received the immigrant petition (Form I-130) filed on the alien's behalf.

For Employment Based Green Card, this is the date the Labor Certification application (ETA Form 9089) is accepted for processing (known as the filing date).

The filing and approval of the third stage in Green Card processing is dependent on the priority date being "current". The State Department's Visa Bulletin publishes the priority dates that are currently being processed.
