Hundreds of bouquets were delivered to the Director of USCIS, Emilio Gonzales as part of a symbolic and peaceful protest over a “flip-flop” by the State Department and the USCIS. The State Department issued a bulletin stating all folks approved for employment-based Green Cards could take the last step needed to apply for permanent residency. However, this offer was retracted when the USCIS stated the annual limit for employment-based green cards had been met.
