Despite the Obama Administration’s best intentions, a syndicate of corrupt lawyers, employers, and DHS officials hijacked the so-called “AC-21” rule that was intended to give Employment Authorization Documents to those with approved Green Card applications (colloquially called EAD for I-140).

On Dec 6th, 2016, at the DHS Ombudsman Annual Conference, Immigration Voice posed some simple questions to the representatives of DHS. Mr. Ciro Parascondola, representing USCIS and DHS, revealed a rationale that Immigration Voice had gauged all along and Mr. Parascondola had now made completely public.
