After nearly a year of persistent efforts by immigrants across the U.S., and Senator Lee who made good-faith efforts to negotiate with Senator Durbin, we experience relief when Senator Durbin finally lifts his hold over S.386. Senator Lee had shown similar persistence in the past when negotiating with Senator Rand Paul (KY) and Senator Perdue (GA) who placed holds over the Fairness bill in order to obtain carveouts for foreign nurses. 

Relief from the resolution of the longest hold over the Fairness Bill is replaced by utter dismay when Senator Rick Scott places a hold over S.386 on the grounds that the bill should have carveouts for immigrants who spoke specific languages, such as Cantonese, Hakka, etc.
