During the month of July 2007, the State Department issued a bulletin stating all folks approved for employment-based Green Cards could take the last step needed to apply for permanent residency. However, this offer was retracted when the USCIS stated the annual limit for employment-based green cards had been met. Following this fiasco,  Immigration Voice held a rally in San Jose (CA) to empower immigrants to voice their disapproval of the visa bulletin fiasco. The rally started at City Hall and marched to Congresswoman Lofgren’s San Jose office. For the first time, a large group of high skilled immigrants marched together to increase awareness about the unfairness and inequality embedded in high-skilled immigration.
